Small educational popups on Dashboard

It would be great if we can add top the dashboard small educational snippets that are explaining showed metrics ... for example in the support chat somebody asked "What is the incomming connections - why do I receice block if I have zero incomming?"

On mouseover/tapp a small pop hint could for example show in German:

"Eingehend bedeutet, dass die Peers die Verbindung zu deinem Node initiiert haben - Ausgehende Verbindungen hat dein Node selber aufgemacht. Informationen über Blöcke werden auf allen Peer-Verbindungen ausgetauscht - unabhängig von incomming/outgoing."

And to also include a link with further information should be able to add that can later develop into a wiki-style educational source.
